Should implement SetupRepository for PostgreSQL and write sql code to initialize tables, similar to SQLite implementation.

* PostgreSQL Repository
- Update the Npgsql Package to latest version
- Update the script accorrding to SqlLiteDb
- Fix tables and columns name case when exctute setup script
- Fix Source Name exception

* Add value convert to set the datetime kind to utc
