This PR is addressed PR comments in zhaozg/luajit-cmake#10.
The previous logic is easily to be misunderstood and fragile.
So, we need to process to determine the build settings of amd64_arm64 compilers which work on ARM64 Windows but they are emulated with Prism x64 emulator more rigid way.
