Remove `flashblocks` conditional compilation

Currently we can either compile `op-rbuilder` without any feature flags and make it use the vanilla block builder or enable `flashblocks` feature flag that uses Flashblocks builder instead.

We would like to have the ability to enable or disable flashblocks support as a startup option within the same binary
