Whether to use a PCCS for DCAP verification #27
Description
Currently DCAP verification defaults to Intel's PCS to retrieve collateral for DCAP verification.
We could speed things up by adding a PCCS caching server, or doing the caching internally on a per-instance basis.
Which of these makes sense depends on whether we run multiple instances of this on a single machine.
