ed25519 precompile verify_strict

In anza-xyz/agave#1876 we added a new feature gate to modify ed25519 verify -> verify_strict.

In this PR:

• We add the feature gate to firedancer
• We temp disable the old tests, because we need to re-create fixture with the feature gate active

TODO in separated PRs:

• create fixtures ed25519: new fixtures activating verify_strict feat gate test-vectors#29
• enable new tests precompiles: re-enable ed25519 tests #2380
