feat: FilterFn

Add the ` FilterFn` layer to support additional filtering at compile-time. This supports filtering by crate, module and/or span. Where a span wraps a function like `tracing::instrument` this would support filtering to the spans within a specific function. Signed-off-by: Jonathan Woollett-Light <[email protected]>
