Updates the issue template to include a link to a template JSBin that can be used to reproduce issues for us.

To help encourage people to reproduce issues, I've made a small JSBin that will load Firebase and
give developers a REPL environment to demonstrate the issue.

  1. Using comments doesn't really matter since when they fill out the template they see the markdown and it's not even syntax highlighted.

  2. Right now the bot needs to see "### [REQUIRED]" to start a required section. That's configurable but it needs to be on a single line.

  3. I will have to update the config to specify a special location for ISSUE_TEMPLATE if you wanna move it to .github but that's not too hard if you want that.

Resolutions from a conversation with @samtstern:

  1. Leveraging comments is a nice way to ensure that people who are writing issues see the text, but people triaging them don't have text they don't need.
  2. Reverting the [REQUIRED] header changes.
  3. Augmenting the bot to support the .github directory
