dnm: Repro missing commit bug

There is one edge case in the quickstart x spm tooling that I think appears when either a PR force pushes or merges main into its branch. (See #15573)

I'd like to better reproduce the issue here.

I expected this PR to reproduce the error, but it did not. It's unclear to me why it appears when it does so I'll close and hopefully will learn more when it reappears on future PRs.
