refactor: consolidate ftl jobs

I propose moving the ftl jobs into an ftl specific workflow. It makes it easier to iterate on them all at once, without triggering product specific workflows. Since FTL jobs run on cron, there won't be any added delay/difference to know when a PR breaks a cron job.
