chore: remove CP-based setup_quickstart.sh

When creating infra for SPM-based quickstarts, I created a SPM version of an existing CP-based build script. Now that migration is complete, the CP-based script is unused so I replaced its contents with the SPM-based script.

CI failures are all flakes. Satisfactory run in 54d05ee
