## Governance and Iteration Process
Within this repository are the governing documents, selection criteria, and processes for Notaries and Root Key Holders. Improvements to these documents and processes may be proposed via Pull Requests - where open discussion can happen asynchronously via the community. Similar to a FIP, any proposed changes must be done within the constraints of improving the Mechanisms and Operations to better meet the overarching Principles.

On a regular cadence, a call will be scheduled for open decisioning of proposed changes with the final accepted changes to be merged by the editors of this repository.
Please note our community governance calls will take place every other **Tuesday (starting 2020.11.10) at 5pm UTC**.

To begin, the first wave of Notaries to be constrained at a cap of **3 Notaries per geography** based on the highest scoring initial applicants. We propose this constraint to ensure any issues that arise early on in this process can be dealt with while introducing minimal impact. As this process stabalizes, we envision this constraint will be relaxed.
