[FE-6125] Stub out create database

Problem

We want to add a fauna database create command.

Solution

• Move database commands into their own files.
• Stub out the create command.
• Skip broken authNZ tests as @mwilde345 has changes in flight.

Result

We have a place to drop in the logic for the create command.
