build(deps-dev): finish standard to neostandard migration

This repo migrated from standard to neostandard with #462, however there were a few odds and ends missing.

This PR:

• Removes the unused .eslintrc.json as neostandard uses the included eslint.config.js
• Updates the standard readme badge to neostandard
• Removes eslint from dev dependencies as neostandard includes eslint
• Updates the files neostandard ignores to resolve from .gitignore
