Since this is already pretty broken 😄 I'm just going to merge and release the fix. Happy to make follow up adjustments later. |

Resolves issue #1269
I guess this was broken by the recent Webpack upgrade (#1235) and we didn't notice because it's not a common use case.
Things I tested:
yarn build:standalone && yarn test:standalone)node_modules/react-devtools-coreto copy over local changes)
