Dependency major version upgrades

Bumps a number of dependencies that were out-of-date due to them dropping Node 8 support.

I ran Prettier over the repo as we've updated Prettier's major.

If we update chalk, we'd need to update its usage here as well.

-new chalk.constructor({level: 1});
+new chalk.Instance({level: 1})

And wouldn't chalk >= 3 break IE11 again? See #8405
