I dont understand. Your screenshot shows missing "layer"-buttons. Icons are missing but plugin exists and is working -> https://github.com/extras-evolution/tinymce4-for-modx-evo/blob/master/assets/plugins/tinymce4/tinymce/plugins/layer/plugin.min.js

We can remove plugin "layer" from themes

and remove buttons "insertlayer" etc
