GPU Support for run-db-test

Background

The Script-Language-Container-Tool (SLCT) is our test coordinator for SLC integration tests and thus we need to make sure it can make GPUs available for Docker-DB using the ITDE.
The CUDA SLC will need to run tests on the GPU, so we need to provide an option to the run-db-test command which enables GPU support in ITDE.

Acceptance Criteria

1. New option for command run-db-tests with name --gpu-enabled
2. An integration tests for the new option
3. A separate github workflow to run the test
