Remove starter scripts

## Background

Now, as we have the SLC Notebooks in the AI, customer have the option to use the AI lab VM/ AMI or docker containers to build SLC. With that, we can remove support for fetching the `exaslct` container runner.

## Acceptance Criteria

1. Remove starter scripts
2. Link to the AI - lab in the documentation
