its an additional fork for now. (we do not put it in statetests/bctests)
please implement it the same way as already existing additional forks for t8ntool config.

This PR adds changes required for the ArrowGlacier fork
, and also the new categories of the DifficultyTests (dfByzantium, dfHomestead, ...).Update: New category includes only dfArrowGlacier, the rest will be moved to another PR.
