LGTM!
We can probably go deeper and abolish the distinction between None and EMPTY_ACCOUNT everywhere (so get_account_optional() etc... can go). Merging this now is good start to that project.

What was wrong?
Currently the spec contains a bunch of complicated machinery for handling empty accounts.

How was it fixed?
Handle empty accounts while modifying the state instead of at the end of the execution
