refactor(tests): add checklist marker for eip7823

Update EIP7823 checklist.

Most of the checklist items are completed in PR #2098 , but this PR adds 2 missing cases for Modexp precompile:

• precompile/test/inputs/max_values
• precompile/test/out_of_bounds/max
