Add DeFi risk assessment resource

This PR adds a new resource about DeFi risk assessment to the DeFi dapps page.

• Resource: EEA DeFi Risk Assessment Guidelines – a broad, industry-backed overview of key risks in DeFi and how to assess and mitigate them.
• This should help users better understand the risks involved when using DeFi protocols.
