Add docs on Pectra

Description

This PR creates initial documentation of upcoming Pectra upgrade. I followed some format of docs on previous forks but I decided to document each included change with some general info and resources. I think there could still be some more information, maybe images, let me know how I can improve it further

Pushed a patch to get the page to build, and another small commit adjusting syntax for our goofy markdown component setup (syntax nested within a component needs to switch to html)

Can we try to get this merged by Thursday? We're announcing the Pectra testnet fork on Friday and it'd be great to link this in the post 😄
