Add Github Action Release Drafter to streamline version updates

We used to manually add release notes but decided to experiment with Twitter & blog post updates.

A friend uses Release Drafter to help automate release notes for his open source project & recommended it. Seems like an solid approach to keeping a granular changelog as well as a place to show acknowledgment to contributors. I think we should add this if there's interest.
