This PR moves specifications for the cell-level-deltas (partial data column sidecars) feature from the core spec files and into new "partial-columns" directories. This mirrors how we do things for light-clients, another optional feature. I am not a fan of the "cell-level-deltas" name so I went with "partial-columns" instead. Of course, I am open to renaming that if we can think of something better.
