Alternative to #5063, this PR switches to arm64 runners & makes the following changes:

  • Bump runner which generates tests in tests.yml to medium (8gb of memory).
  • Bump runner which generates tests in tests.yml to XL (faster).

I didn't realize that the checks.yml runner for tests used an XL runner 😅 no wonder it's faster than ubuntu-latest (about twice as fast). We could consider lowering this to save on costs, but it will mean slower PR checks.

Ah we don't host arm runners so this is more expensive. Closing.
