Simplify CODEOWNERS, switch to monorepo-reviewers

Description

Changes CODEOWNERS:

• removing some areas that were assigning both, a special group and the general group go-reviewers: this was in an attempt to get useful reviewer requests. But we don't rely on those, so we may as well skip them and remove some special teams entirely.
• Contracts and security-docs left untouched
• op-node/rollup/derive and kona/protocol crate added as consensus exclusive team special area.
• Make cloud-security owners of CODEOWNERS file.

Required GH team changes:

• Create new team monorepo-reviewers, add all members of go-reviewers to it.
• Add more protocol engineers to consensus.
• Remove teams op-stack, interop, kona-reviewers, proofs, and go-reviewers - after merging this PR.
