This commit adds comprehensive testing for blob hints in the prefetcher, covering both legacy and current blob hint types. The test verifies that the prefetcher can correctly handle and retrieve blob data based on different hint implementations.

Recreating #18780 but with care taken to preserve backwards compatibility parsing the now deprecated blob hint format.
