Description
This PR removes the op-heartbeat monitoring service. This service is considered stale; the version allowlist has not been updated for a long time, it's not enabled by default, and little useful information is reported that isn't already available through metrics or RPC to the user.
The heartbeat reporting functionality in the op-node has also been removed. The flags are no-op and hidden, for compatibility.
