updating to version [devnet-1@v1.3.0](https://github.com/ethereum/execution-spec-tests/releases/tag/devnet-1%40v1.3.0) - update to 7702: some extra json fields displayed in fixtures (rather than just rlps) - some refactoring to fixture json ordering means that a huge number of test files were changed - [refactor requested](#10812 (comment)) by Alex done in this pr [here](https://github.com/ledgerwatch/erigon/pull/11127/files#diff-8c398ef0a79f97ba6d497a99247a815b3a51918de9e16954215b6073f907c92e).
