Update Envoy to 36e0548 (Feb 24th 2021)

Update Nighthawk to the Envoy dependency

• Sync .bazelrc from Envoy's version to update our build configurations.
• Update ENVOY_COMMIT to the latest Envoy's commit and ENVOY_SHA in bazel/repositories.bzl.
• Sync ci/run_envoy_docker.sh from Envoy's version.
• Envoy updated the constructor of ClusterManagerFactory. So source/client/process_impl.cc needs to be updated accordingly.
