ci: skip ci-checks job for release branch

The ci-checks job may blocks PR like #6980 from merging when working on release branch.
Not sure whether disable it on release branch would help.

we didn't need this PR, just need make it not rquired for v1.4 and v1.5.

it should be part of branch policy, admin should be able to change it.
