WiP admin: streaming response variant that uses lifecycle callbacks

This variant of #32346 is not safe -- the lifecycle notifier is only appropriate for use in the main thread.

I'm just using this for experimenting with ways to use the lifecycle notifier rather than partiallly duplicating its functionality.

removing Ryan as I really don't need a review for this; it's just a way to communicate experiments and maybe get more sanitizers to run

@eziskind turns out the sanitizers are good at picking out the thread-safety issues with this approach.
