envoyproxy/envoy#18220 updated run_bazel_coverage_script.sh to require clang 12 thus making the current coverage script to always fail due to https://github.com/envoyproxy/envoy/blob/0656e34e0c87a77fb87273be89afd4922a30c7db/test/run_envoy_bazel_coverage.sh#L5. This PR updates the Ubuntu CI images in the envoy-mobile repo to match the image in Envoy.
