Cooperative signal handling (#1600)

* test desired signal behaviour

* capture and restore signal handlers

* ruff

* checks

* test asyncio handlers

* add note on signal handler handling

* remove legacy signal raising

* test SIGBREAK on windows

* remove test guard

* include convered branch
