Integrate with oss-fuzz

oss-fuzz runs on a number of tests in https://github.com/python/cpython/tree/main/Modules/_xxtestfuzz

Perhaps fuzzing the code wrapping zstandard would be good, especially since I don't see Zstandard itself listed in oss-fuzz?
