This splits some of what used to be in
@embroider/addon-shiminto a new@embroider/addon-devpackage. The difference is that@embroider/addon-devcan be a devDependencies of v2 addons, whereas@embroider/addon-shimmust be a dependency.addon-dev includes the command line utilities that were previously in addon-shim, and also contains utilities for preprocessing v2 addons via rollup.
