What problem is this solving?

Renovate config needed cleanup to remove deprecated syntax and reduce PR noise with groupings.

Short description of changes

Renovate config using config:best-practices preset with:

• Monday 3am schedule, 5 concurrent PRs, pinned versions
• Grouped: OpenTelemetry, production deps, Playwright, TypeScript, React, Web Test Runner, Commitlint
• Automerge enabled for devDependency patches
• Major updates blocked for react-router-dom
• Peer dependency updates disabled
• Lock file maintenance enabled, rebase on conflict, npm dedupe
