Unmaintained Features

These features are not planned to be maintained.

Feature	Reason
php-align	Maybe it conflicts with modern code formatting tools.
php-local-manual	Few people download local manuals anymore.
php-skeleton	This is so difficult to use that it has already been split-off.

These aren't going to be removed immediately, but we're looking for maintainers who are actually using these features.
