This is the first PR that introduces KAIA plugin to eliza.

Introduces Agent Plugin to interact with Kaia Blockchain

What kind of change is this?
Features (non-breaking change which adds functionality)

Add the ability for Eliza agents to interface with the KAIA Blockchain.

Documentation changes needed?
My changes do not require a change to the project documentation.

Testing
Changes can be tested by providing a EVM based private, kaiascan api keys in .env, and asking eliza to perform actions to interact with Kaia blockchain.

So will this plugin-kaia folder also moved into elizaos-plugins repository by your team on a request. so we should have this plugin in our own github repository itself ?

Can you please guide on this. I referred to the elizaos-plugins/registry as well and created a PR/issue accordingly. but i still have above question. Thank you for the help.
