This PR introduces actions for:

• Transferring assets
• Retrieving balances
• Fetching on-chain activity metrics for any address on Taiko/Taiko Hekla

What kind of change is this?

Feature (A non-breaking change that adds functionality)

This update enables Eliza agents to interact with the Taiko Blockchain.

My changes do not require updates to the project documentation.

Testing

A Goldrush API key is required in packages/plugin-taiko/src/tests/onchainAnalytics.test.ts for tests to run as expected. You can obtain an API key from Goldrush Platform.
