What does this PR do?

Adds a new @elizaos/plugin-rooch plugin that provides Rooch network integration for Eliza OS. The plugin enables:

• Token transfers (RGas) between wallets
• Wallet balance queries
• Portfolio value tracking
• Rooch network interaction management
