Flips env.staging INFERENCE_PASSTHROUGH_STREAMING=true (prod stays false). Money-bar deepscanned (#15437, MERGE-FLAGS-OFF, exactly-once verified at all 4 settlers). Soak plan: hammer staging inference + verify billing rows land + isolate memory + measure the 8x TTFB delta (0.6s direct vs 5.0s gateway), then the prod flip.
