fix(#12902): normalize cloud api agent server scripts

Summary

• remove cloud-api's type-only build script in favor of existing typecheck
• remove agent-server's masked integration test script because no integration test directory exists
• add lint:check and format verbs for cloud-api and agent-server
• align mutating lint scripts with the Biome write convention
