Sometimes clicking "Enter recovery key" takes me to "Change recovery key"

Steps to reproduce

1. Logged in to a client with Recovery set up.
2. Go into account data and delete the m.secret.storage.key.blah entry (this simulates something going wrong with Recovery).
3. The "Your key storage is out of sync" dialog appears.
4. Click "Enter recovery key".

Outcome

What did you expect?

To be able to enter my recovery key, since I clicked "enter recovery key"

What happened instead?

I went into the "Change recovery key" wizard.
