Maintainer Analysis
Changed behavior:
- The workflow now attempts to preserve independently valid peer exact-head checks while invalidating stale peers.
- Dispatch promotion now requires a fixed producer identity and first-run attempt.
- Stored check summaries contain schema-v2 packets bound to PR state, receipts, producer, run, and dispatch identity.
Affected invariants:
- The protected
AI review exact-headcheck must be promotable for a valid authenticated dispatch. - Peer receipts may be preserved only when their exact base/head state and review packet remain valid.
Evidence:
.github/workflows/ai-review-gate.yml:137readscontext.actor_idfrom the github-script context.tests/test_ai_review_gate.pyadds source-text assertions and Python validator tests but no execution-level test of the workflow authentication guard.
Limitations:
- Review was limited to the supplied checkout diff; no shell commands, tests, builds, package scripts, app commands, network calls, or arbitrary PR code were executed.
No-finding rationale: No additional defect was validated from the supplied diff without relying on speculative API races, forged workflow inputs, or unproven repository configuration.

The one coherent implementation delta and same-reviewer delta recheck authorized by #361 are already consumed. No further head or semantic-review cycle is authorized. This PR is therefore being closed unmerged, with the branch and evidence retained and the three merge-blocking threads deliberately unresolved. Protected Proof boundary: this does not prove merge readiness, multi-PR enforcement, retrieval quality, release/runtime safety, fleet/customer/Teams readiness, or live Eva state. |

Maintainer Analysis
Changed behavior:
- The workflow now snapshots all open default-branch PRs and preserves peer exact-head checks whose stored schema-v2 packets validate, while demoting invalid peers.
- Schema-v2 packets bind receipts to repository, PR/base/head, a state fingerprint, an authenticated producer, workflow run identity, and dispatch identity.
- Fresh target promotion now rejects unauthenticated producers, workflow reruns, reused dispatch IDs, incomplete reconciliation, and target drift.
Affected invariants:
- Every successful AI review check must bind the current protected base SHA, PR head SHA, changed paths, lifecycle state, and zero unresolved conversations.
- Reconciliation must not preserve a stale success when peer state changes during validation.
- A malformed or locally ineligible peer must not unnecessarily prevent independent valid PRs from obtaining exact-head review.
Evidence:
- .github/workflows/ai-review-gate.yml:124 captures peer snapshots once; lines 183 and 208 act on those snapshots, while lines 191-202 refetch only the target.
- scripts/ai_review_gate.py:95 rejects empty changed-path lists; peer snapshot errors are promoted into reconciliation-wide blockers by the added
evaluate_reconciliationlogic. - The added tests cover valid stored peers, dispatch reuse, producer authentication, and rerun rejection, but not peer drift during reconciliation or zero-file peers.
Limitations:
- Review was limited to the supplied checkout diff; no shell commands, tests, builds, package scripts, or arbitrary PR code were executed.
- The unchanged
emitimplementation, workflow triggers/concurrency policy, and live branch-protection configuration were not provided, so their behavior was not independently proven.
No-finding rationale: No additional issue was reported without a concrete failure path in the supplied changes; packet schema, receipt binding, actor checks, duplicate exact-check handling, and target-side drift checks otherwise fail closed in the reviewed diff.

Changed behavior:
- Open pull requests are snapshotted and existing valid exact-base/head AI review packets may be preserved during reconciliation.
- Successful check summaries now contain schema-v2 packets binding receipts to repository, PR tuple, lifecycle fingerprint, producer, run, and dispatch ID.
- Dispatch authentication and first-attempt checks are enforced before promoting a target check.
Affected invariants:
- Exact-head acceptance and adversarial receipts must remain bound to the current base/head and live review state.
- Invalid or expired stored evidence must fail closed without preventing fresh valid evidence from repairing the gate.
Evidence:
- .github/workflows/ai-review-gate.yml:179-183 rejects an invalid prior successful target packet before the reset at line 197 and before fresh validation.
- tests/test_ai_review_gate.py adds ordering and validator tests but no end-to-end case replacing an expired prior target packet with fresh receipts.

Maintainer Analysis
Changed behavior:
- Open pull requests are snapshotted and existing exact-head packets are independently revalidated instead of being reset unconditionally.
- Authenticated first-attempt dispatches build schema-v2 packets and preserve peers whose current tuple, state fingerprint, receipts, and trusted check remain valid.
- Invalid or unreadable peers are reread before failure checks are emitted, while the dispatch target receives a final drift check before promotion.
Affected invariants:
- Exact-head promotion must fail closed for validator execution failures.
- Peer success is preserved only when its current live state and trusted packet validate.
- Receipt packets remain bound to repository, PR, base SHA, head SHA, lifecycle state, producer, and dispatch identity.
Evidence:
- .github/workflows/ai-review-gate.yml:294-307 parses the main validator result and reaches target promotion without consulting
validated.run.status. - The same workflow explicitly checks
run.statusfor dispatch-envelope and final peer validations, demonstrating the intended subprocess contract. - tests/test_ai_review_gate.py exercises nonzero validator status only with FAIL decisions and does not cover nonzero status paired with a complete PASS result.
Limitations:
- No tests, builds, scripts, or shell commands were run.
- Review was limited to the supplied diff; unchanged workflow setup and helper implementations were not inspected.
No-finding rationale: No additional correctness, data-loss, or security defect was validated from the changed lines; the remaining reconciliation paths generally use conservative failure emissions and final live rereads.

Maintainer Analysis
Changed behavior:
- The workflow now reconstructs valid peer exact-head checks instead of resetting every open pull request.
- Stored check summaries become schema-v2 packets binding receipts to the PR tuple, changed paths, lifecycle events, producer, run, and dispatch ID.
- Dispatches authenticate the producer, reject reruns, reconcile peers, and perform final live-state reads before target promotion.
Affected invariants:
- Exact-head promotion must fail closed when validator execution fails.
- A consumed dispatch ID must not become reusable after a failed replay attempt.
- Peer receipts may be preserved only while their stored packet remains valid for current live state.
Evidence:
- .github/workflows/ai-review-gate.yml:264-285 filters replay history to successful checks and then overwrites the target check before validation.
- .github/workflows/ai-review-gate.yml:296-300 validates result shape without checking the subprocess status.
- scripts/ai_review_gate.py enforces
DISPATCH_ID_NOT_FRESH, showing dispatch freshness is an intended gate. - Existing behavioral tests do not exercise repeated same-ID workflow deliveries or nonzero-status PASS output.
Limitations:
- Review was limited to the supplied checkout diff; no shell commands, tests, builds, or project code were executed.

…ect PASS payloads with a non-zero validator exit Round 6 — the two fail-closed tightenings the r5 review threads raised: - T1: after pulls.get reveals the target's live (base, head), any later error — a follow-up API read, the drift check, or a write — now also fails that live tuple from the outer catch (one mechanism; the r5 in-block drift emit is folded into it; each emit's failure is collected so one cannot suppress the other). A target force-pushed back to a previously successful head can no longer keep that success across a failed reconciliation. The drift check also compares the re-snapshotted target tuple against the dispatch tuple. - T2: a PASS payload with a non-zero validator exit is treated as an incomplete reconciliation (reset-all) in both the dispatch and peer_only branches — defence in depth; the real validator's exit status is a pure function of decision. Scenarios S7 (follow-up read throws after a changed head -> both tuples failed), S8 and S8b (non-zero exit + PASS payload -> every snapshot failed, no success) are RED against the r5 yml and GREEN here; S1-S6 unchanged. actionlint clean. Implemented by codex (luna-xhigh) per SPEC-362-R6; acceptance re-run and committed by the maintainer. Refs #362 #369.

Maintainer Analysis
Changed behavior:
- Open PR checks are reconstructed from schema-v2 packets instead of being unconditionally reset after protected-base activity.
- Dispatches now authenticate a fixed producer, reject reruns, validate peer packets, and preserve independently valid peer checks.
- Packets bind receipts to PR identity, exact base/head state, changed paths, selected lifecycle events, producer, run, and dispatch ID.
Affected invariants:
- Required exact-head check promotion must fail closed when the Checks API write does not complete.
- A dispatch ID must remain consumed even when its previously stored packet later becomes invalid for preservation.
- Only currently valid exact-base/head peer receipts may remain successful.
Evidence:
- .github/workflows/ai-review-gate.yml:274 conditions target dispatch-ID recovery on
priorValidated.result.peers[0].preserve. - The target is excluded from
input.peers, so the general peer dispatch-ID scan cannot recover that omitted ID. - .github/workflows/ai-review-gate.yml:359 catches the final emit failure, while line 374 fails the workflow only when
conclusion !== 'success'. - The behavioral scenarios do not inject a failure into
checksApi.createorchecksApi.updateduring final successful promotion.
Limitations:
- Review was limited to the supplied checkout diff; no commands, tests, builds, scripts, or PR code were executed.
- Workflow content outside the supplied hunk and live GitHub permissions or branch-protection state were not proven.
No-finding rationale: No additional issue was reported without a concrete supported-path failure or mandatory-invariant violation visible in the supplied diff.

…on reset or target re-snapshot rejects; a swallowed success-write failure fails the job - The pre-validation failure emit and the dispatch-target re-snapshot are API calls between reconciliation and the validator; a rejection there left the peers un-reconciled but only failed the target. Both now sit inside the fail-closed try so they route to failKnownSnapshots. - On the success path a rejected check write was collected into writeFailures but core.setFailed never fired, leaving the job green with no success check written. setFailed now also fires when any write failed. - Behavioral S9 (target re-snapshot throws => all known snapshots reset) and S10 (success write throws => step fails, no success recorded); both RED on the r6 workflow. Placement anchors updated for the hoisted target.

… keep the consumed dispatch nonce from a state-invalidated trusted packet - The re-snapshot's (base, head) is recorded as soon as it returns; the final handler fails every discovered tuple that differs from the dispatch tuple (re-snapshot and live follow-up read, deduplicated), so a force-push between reads cannot leave an earlier success on the drifted head merge-eligible until the next synchronize run. - The dispatch_id of a trusted exact success check is consumed history even when its live-state fingerprint no longer preserves (draft/ready, close/reopen, force-push away and back). Only a PRESERVED packet that cannot yield its nonce aborts; an unreadable invalidated packet contributes no history, so a fresh renewal still proceeds. - Behavioral S11 (re-snapshot returns a force-pushed head, validator rejects the old-tuple receipts) and S12 (seeded non-preservable success packet blocks a replay of its dispatch_id); both RED on the r7 workflow.

….get observed, and the listed head when they differ - snapshot() carries the tuple it already read (base_ref/base_sha/head_sha/ state/draft) on the error when a later read in the same snapshot rejects, so the reconciliation fallback entry names the head that is actually live instead of the possibly stale pulls.list entry. - When the observed and listed tuples differ, the listed tuple is queued too (listedTuples) and every failKnownSnapshots call fails both, so a revert to a previously green head cannot keep its success check across an incomplete reconciliation. The validator input is unchanged: listed tuples never enter the snapshot set. - Behavioral S13 (peer's pulls.get observes a force-pushed head, listFiles rejects): live + listed tuples fail, no success; RED on the r8 workflow.
…omoted packet is not revoked when its receipts age out _receipt_blockers gains check_freshness (default True). The stored-packet re-validation (_packet_blockers, used by _peer_result for every peer and for the prior target) passes check_freshness=False, so an exact-head verdict that was already promoted keeps preserving until the state fingerprint changes; passage of time alone never resets a required check at the next unrelated event. New dispatches (envelope + reconciliation target) still reject expired receipts, and malformed timestamps still fail closed. Regression: the same expired receipts preserve a stored packet and FAIL a fresh dispatch; RED on the r9 validator at the preserve assertion.

…nnot escape the reconciliation catch snapshot() now wraps a falsy/non-object throw (throw null / undefined / a string) in an Error before attaching the observed live tuple, and the reconciliation catch reads the message defensively, so `error.message` on a null value can no longer throw out of the catch and skip every peer's fail-closed write. Behavioral S14 (dispatch) and S14b (peer-only) throw null from a peer's listFiles after pulls.get observed a force-pushed head: live + listed tuples and the dispatch target fail, nothing succeeds; both RED on the r10 workflow. Found by the codex cross-model review of r9 (P2).

Maintainer Analysis
Changed behavior:
- Adds schema-v2 exact-head packets with state fingerprints and authenticated dispatch metadata.
- Preserves independently valid peer checks while invalidating peers whose stored packet or live state no longer validates.
- Adds final live re-reads and tuple-drift failure emissions before promoting the dispatch target.
Affected invariants:
- Every base/head tuple observed during incomplete reconciliation must be failed closed.
- Preserved receipts must remain bound to the exact repository, PR, base/head, lifecycle fingerprint, producer, and review lanes.
Evidence:
- .github/workflows/ai-review-gate.yml:100 stores
error.liveTuplefor partial snapshot failures. - .github/workflows/ai-review-gate.yml:154 assigns the final-read tuple only after
snapshot()completes, so its catch cannot emit the tuple carried by a rejected snapshot. - The added s13/s14 tests cover this condition during initial peer enumeration, while s9 covers a target
pulls.getrejection before a new tuple is observed; neither covers a later re-snapshot API rejection after observing a changed tuple.
Limitations:
- No commands or tests were run, as requested.
- Review was limited to the supplied diff, whose test-file portion is truncated.
No-finding rationale: No additional correctness, data-loss, dependency, or test defect was validated from the supplied diff without relying on speculative runtime assumptions.

…ead it observed
The r9 rule -- a snapshot that observed a live tuple before a later read failed
still fails that tuple -- applied to peers only. The dispatch target's own
re-snapshot dropped the tuple carried on error.liveTuple, so a target whose head
had drifted kept whatever exact-head check that head already held while the
dispatch tuple failed. The catch now records the carried tuple as the
re-snapshot tuple so the drift handler fails it with the dispatch tuple.
Behavioral S15: the re-snapshot's pulls.get observes head-1-live, then its files
read throws; {(1,base-1,head-1),(1,base-1,head-1-live),(2,base-2,head-2)} fail
and nothing succeeds. RED on the r11 workflow. Closes the last site of the
partial-snapshot family (bot thread on r11).

Maintainer Analysis
Changed behavior:
- Open default-branch PRs are snapshotted and their stored exact-head packets are independently preserved or invalidated.
- Schema-v2 packets bind receipts to the repository, PR, base/head SHAs, lifecycle fingerprint, producer, workflow run, and dispatch ID.
- Dispatch processing authenticates the producer, rejects reruns and known dispatch IDs, and performs final live-state reads before promotion.
Affected invariants:
- Every tuple observed during incomplete reconciliation must be failed closed.
- A successful exact-head check must remain valid for the current base, head, files, lifecycle, review-thread state, and trusted packet.
Evidence:
.github/workflows/ai-review-gate.yml:snapshot()records partial-read state inerror.liveTuple, while the final-read catches only testcurrentTuple.tests/test_ai_review_gate.py: scenarios cover partial initial snapshots and target re-snapshots, but the supplied diff shows no equivalent partial-failure scenario for either peer final-read helper.
Limitations:
- Review was limited to the supplied diff, whose test patch is truncated.
- No shell commands, repository tests, builds, workflow execution, or omitted-file inspection were performed.
No-finding rationale: No additional correctness, data-loss, CI, or compatibility defect was validated from the available diff.

…ad a partial snapshot observed
r12 applied the r9 rule -- a snapshot that observed a live tuple before a later
read failed still fails that tuple -- to the dispatch target's re-snapshot and
called it the family's last site. It was not: finalReadInvalidPeers and
finalReadPreservedPeers assigned currentTuple only after `await snapshot(...)`
completed, so a peer whose final read observed a force-pushed head and then hit
a failing read failed only its original tuple. Both catches now recover
error.liveTuple into currentTuple (with the peer number) before the existing
emits, so the observed head fails with the original and the helper's throw
still resets every known snapshot. With this every snapshot() call site
(reconcile, target re-snapshot, both final reads) consumes the carried tuple.
Behavioral S16 (preserved peer) and S16b (invalid peer): peer 2's final-read
pulls.get returns head-2-live, then its files read throws;
{(1,base-1,head-1),(2,base-2,head-2),(2,base-2,head-2-live)} fail and nothing
succeeds; both RED on the r12 workflow. A structural test pins the recovery in
both helpers. Found by the r12 bot review (three threads).

Merged writer serialization is fail-closed but invalidates every independently valid peer whenever another PR is reviewed. The accepted #361 design preserves only peer checks whose stored schema-v2 packets still revalidate against the exact live tuple, while keeping every invalid, drifted, incomplete, failed, or rerun state blocked.
