User should be able to create simple monitor down alert by single click #242

Enabling a simple down alert right now requires lot's of clicking, filling and steps. If user wants an alert as soon as monitor is down, it should be easy to configure.

I purpose we add an alert icon in monitor list, by clicking that simple icon user should be able to enable/disable alert on that monitor.

It will be added before expand row icon

There are few other steps required to enable the behavior, user will need to define default connector in uptime setting to which this alert message will be sent to

if user doesn't have any connector defined clicking icon will generate a popover asking to define at least one connector in settings

On clicking settings it will take to the settings page, in settings user can select one or more connectors from list of connectors, they can also add new connector from alert management app, by clicking new connector button

Once connector is defined, then it will be a one click enable/disable simple down alert.

As an example user will receive an alert message like this once that monitor is down, important info like from which heartbeat it's down and what's the error message

HTTP-NOWHERE with url http://nowhere.example.com is down from nyc-heartbeat. The latest error message: lookup nowhere.example.com on 10.55.240.10:53: no such host
