##### Event compression for persisted queue

* Added support for event compression in the persisted queue, allowing you to spend CPU to reduce disk usage and IO, which can improve overall throughput with metered or throttled disks.
This feature is opt-in, and can be configured with the per-pipeline `queue.compression` setting, which accepts `speed`, `balanced`, and `size` for escalating compression ratios, and defaults to `none`.

I could, but one thing to note here is that this is a copied RN from a 9.1.z patch release. If we do this we would probably want to do it everywhere?
