If users use the
--focusand--update-limitsflags together the kbn/optimizer removes all limits for bundles which were not built. To make the--update-limitsprocess as quick as possible we should just copy over limits when the--focusor--filterflags are used. Without these flags thelimits.ymlfile is still completely rebuilt to clear out any removed bundles automatically.
