Closes #8090
Notifications in plugin apps can sometimes not have any text. This is caused by the notifier's use of
kbn-truncatedirective but the directive not being loaded by the app.The app should be required to load it, it should happen in Kibana. This PR makes it so.
No port to 5.0 is needed, it's already fixed there.
